出境游加速回暖,中国游客“组团”来了!******

  兔年春节不少中国游客走出国门,享受海外“中国年”。如今,春节假期已热闹落幕,出境游的热度却刚刚抬头。

  2月6日起,中国将试点恢复全国旅行社及在线旅游企业经营中国公民赴有关国家出境团队旅游和“机票+酒店”业务,为回暖的出境游“再添一把火”。

  多国在线邀约中国游客

  自中国有序恢复公民出境旅游起,不少国家反响积极,热烈欢迎中国游客。

  菲律宾总统马科斯发出邀请,希望中国游客重返菲律宾,领略这个东南亚国家的自然风光和人文风情。

  柬埔寨首相洪森表示欢迎和期待中国游客来访,希望今年接待200万人次中国游客。

  泰国副总理兼卫生部长阿努廷等官员专程前往机场,打出“中泰一家亲”标语,为中国优化出入境防疫政策后首批抵达泰国的旅客送上鲜花和纪念品。

  印度尼西亚旅游和创意经济部长桑迪亚加·乌诺隔空“喊话”,称印尼“已为中国游客准备好红毯”。

  出境游迎价格利好

  随着旅游供给侧逐步恢复,近期出境游也迎来价格利好,节后国际航班机票、境外酒店价格纷纷“跳水”。

  随着航班复飞和加密消息不断,国际航班机票价格显著下降。根据携程统计消息,截至1月末,2月国内出境复飞航线已超过40条,复飞周均航班量已超过140班。其中亚洲目的地航线占比超过八成。此外,从价格上看,三成航班的价格低于2019年同期成交均价,一成左右航班甚至比2019年便宜30%以上。

  去哪儿平台数据显示,1月下旬至2月初,中国多条赴东南亚航线恢复,且旅客量较春节期间明显减少,机票预订价格随之下降。去哪儿大数据研究院副院长郭乐春表示,随着中国航班运力持续恢复,中国赴东南亚地区的航班量2月将继续增长。同时,旅客量较春节期间有所下降,赴东南亚的机票价格将更具吸引力。

  随着春节期间中国游客陆续返程,境外酒店也陆续降价。在去哪儿平台上,新加坡、曼谷、普吉岛、澳门和香港的酒店平均支付价格均有所下降,降价幅度约在10%。截至1月30日,签证业务搜索量比去年12月增长近三倍,出境游搜索量较高的产品集中在泰国曼谷、普吉岛和清迈等地。

  旅游企业紧锣密鼓布置出境团队游

  自文旅部宣布自2月6日试点恢复全国旅行社及在线旅游企业经营出境团队旅游业务起,携程跟团业务线连夜上线近百条出境团队游产品,积极联络海外合作伙伴沟通资源打磨产品。

  截至目前,携程共上线近700条出境团队游产品,覆盖15个目的地国家/地区;其中携程自营产品近400条,覆盖9个目的地国家;包含跟团游、半自助游、私家团以及自由行打包产品等多种类型。

  “我们假期也在与海外地接社密切联系,紧锣密鼓摸排采购资源,制定产品上线计划,审核上架产品,整个假期都没怎么休息”,携程海外跟团产品总监张妍介绍道,“这三年海外很多中餐厅关闭,导游停职转行,通知宣布后境外地接社需要一些时间重整旗鼓,出境跟团游市场的恢复还需要一个过程。我们预判大概从3月份开始,不论出境跟团产品数量和报名人数都会增势喜人”。

  同程旅行相关负责人对中新社国是直通车透露,2月6日,同程旅行首个出境游团队将从上海出发前往泰国,预计在泰国曼谷、芭提雅、普吉岛等旅游目的地完成6晚7日的旅行,之后返回上海。这个团提前一周已经全部收满。从目前的订单情况看,泰国是目前国内游客最关注的出境游目的地,其次是柬埔寨、新加坡、印度尼西亚等。

  旅游业全面复苏在即

  中国是多个国家入境旅游的重要客源国。业内人士分析,试点恢复旅行社出境团队旅游业务,将为相关国家旅游经济全面复苏注入强劲动力。

  同程研究院首席研究员程超功接受中新社国是直通车采访时称,受疫情影响,2022年中国的国际航班客运量一直处于非正常状态,月客运量仅相当于2019年同期的不到5%。在一定程度上,中国游客的回归是全球旅游业全面复苏的重要引擎。

  值得注意的是,此次出境团队旅游业务涉及的国家包括不少东南亚国家。程超功说,中国游客回归对于东南亚国家的经济复苏是极其重要的推动力。例如,疫情前旅游业占泰国GDP总额的15%左右,而中国游客约占泰国入境游客的三分之一,中国游客的回归将极大拉动泰国经济的复苏。另外,作为全球多个经济体的第一大贸易伙伴,中国国际旅行的全面恢复将带动全球商贸、人文等领域的交流全面恢复,为全球经济的复苏注入活力。

  中原证券研究员刘冉分析指出,出境游市场恢复需要循序渐进。出入境游市场恢复初期,出境目的呈现需求多元化、定制化特点,短时间内以商务拜访、出国探亲、出国留学等长期出境需求为主。随着航班运力陆续恢复,签证业务有序展开,出入境市场将得到进一步复苏。届时中国旅游市场的恢复将呈现出国内游拉动出境游,周边游带动长线跨境游的趋势,预计2023年“五一”黄金周或暑期能够感受到较为明显的市场变化。

中新网评:处理核污水绝不是日本自家私事******

  中新网北京1月19日电(蒋鲤)日本政府近日称,将于2023年春夏期间开始向海洋排放经过处理的福岛第一核电站核污水。日本罔顾国内民众及周边国家的屡屡反对,企图将核污水“一倒了之”,把一件关乎全球海洋生态环境和公众健康的事当成了自家私事。

  2011年,福岛核电站事故发生后,大量放射性物质泄漏到大气层和太平洋,对周围环境造成了难以逆转的伤害,数十万人被迫撤离该地区。时至今日,作为日本邻国之一的韩国仍未解除福岛海鲜禁令。

  日本以核污水存储能力即将达到上限为由,在2021年4月13日,正式决定将福岛第一核电站核污水排入太平洋。过去一年多,日本政府和东京电力公司一直在持续推进核污水排海计划。

  日本政府辩称,这些核污水经多核素处理系统(ALPS)处理后很安全,甚至“可以喝”,这样的表态无疑在愚弄大众。

  事实上,经过处理的核污水仍含有多种放射性物质,核污水一旦排放入海就无法回收,长期来看,将会给海洋生态带来难以估量的潜在威胁,最终危害人类健康。

  因此,核污水排海计划推出后,遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布的问卷调查显示,福岛县、宫城县和岩手县受访的42个市町村长中,约六成反对东京电力公司福岛第一核电站核污水排放入海。日本全国渔业协会联合会也多次申明立场,反对该计划。

  日本政府认为,核污水排海是最便宜、最省事的解决方案,但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海,核污水会随着洋流流动,其影响势必会跨越国界,危害周边国家乃至整个国际社会的公共福祉和利益。

  《韩国经济新闻》发文称,相关研究认为,福岛核污水如果排放入海,约7个月后将到达济州等韩国海域,该国水产业和旅游业将遭受相当大的损失。

  德国南极海洋机构也曾发出警告,若日本将所有核污水排入海中,不到半年,整个太平洋都将面临高度辐射威胁,包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。

  日本作为《联合国海洋法公约》缔约国,有义务保护海洋环境。然而,在核污水排海方案的正当性、核污水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题上,日本未能作出科学、可信的说明。

  国际原子能机构技术工作组虽已三次赴日实地考察评估,但尚未就日排海方案的安全性给出结论,并且对日本提出诸多澄清要求和整改意见。在此情况下,日本仍执意推进核污水排海工程建设,这是极不负责任的行为。

  太平洋不是日本的下水道,日本必须正视各方合理关切,在与周边国家等相关利益方和国际原子能机构充分协商后,制定合理的核污水处理方案。日本也要着眼长远,若只顾眼前,执意将核污水排放入海,不仅其自身,周边国家乃至全世界都将为之买单,其后果必将会危害数代人。

  Fukushima water disposal by no means Japan’s own business

  (ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.

  Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.

  The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.

  On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.

  The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.

  In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.

  Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.

  The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.

  The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.

  The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.

  According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.

  As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.

  However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.

  Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.

  The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.

  If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.
